Do I have to pay a penalty fee for cancelling an insurance policy?

Depending on the type of policy you are talking about- the answer varies.

For example, when it comes to homeowners insurance, policies typically renew every 12 months, however, you can usually cancel the policy at any time without incurring any penalty fees. If, for example, you decided to switch home insurance companies in the middle of your policy term, you could most likely cancel your current policy and make the switch without having to pay any additional costs.

An auto insurance policy, however, usually renews every 6 or 12 months. Some auto insurance companies will require you to pay out of your  policy if you cancel early by either charging you the remainder of the premium balance or by charging a penalty fee. The best way to avoid this is to wait until your policy renewal date and let your car insurance agent know you will be not be renewing.
