Is it legal to have more than one policy on our home from different agencies?

While it is not necessarily “illegal” to purchase more than one homeowners insurance policy on a  home, it would not be beneficial for a homeowner in any way.  In the event of a covered claim, you would only get paid from one company. So essentially, having duplicate coverage would only mean that you are paying for extra coverage that you would not benefit from.

If you are referring to having different types of policies from different companies (for example a dwelling/fire policy from one company and a wind/hail policy from another), then yes, of course that would be acceptable. In that case, the covered claim would be paid for by the company that insures you against the specific peril that caused the loss.
